If you are applying for a job or need to fill-out an application and you don't have the software that will let you enter information into a pdf document or form, there are websites that will allow you to upload the form and fill it out online.To try it, I went to the Santa Clara City's Website and downloaded the SCC Employment application and saved it to the computer's hard drive.
Then I went to the website pdffiller.com and uploaded the form. You can then complete the form, click Done and then register for an account. Then you will be able to Print, Fax, Email, Export the form or complete it at a later time.
